Multiple End Users with different access to workflow#109

It would be useful to allow one end user (client) to answer a questionnaire up to a designated point and not be able to go any farther. Then, we could access the entire workflow and complete the questionnaire and download the output documents.

This would avoid the time-consuming process of importing answer files from one workflow into another.
