Currently, builders can only move back/forward a page at a time.
I don’t know if it was implemented before or after this post, but from my experience you can do this using the Toolbar button on the left side of your workflow page. Opening it up will give you a list of all your pages that you can click on to jump to, and collapsing them will give you a list of every question in that page that you can also click on to jump to. As an added feature, you can also use this toolbar to click and drag your pages and questions to more easily reorganize them.
